A Public Hearing of the Eisenhower Public Library District Board of Trustees September 15, 2016
President Braun called the public hearing to order at 7:30 P.M.
Present: Sticha, Braun, Rothbart, Magnuson, Magnelli, Ross.
Also Present: Wittmann, Bacarella, Stam, V. Bitters, McPhillips, Tomzik, Sciaccotta.
This Public Hearing is being held in connection with the Tentative Budget and Appropriations of the Eisenhower Public Library District, Cook County, Illinois, for the fiscal year beginning July 1, 2016 and ending June 30, 2017. There were no questions concerning the Tentative Budget and Appropriations.
Trustee Sticha moved, seconded by Trustee Rothbart, THAT THE PUBLIC HEARING BE ADJOURNED. A voice vote was taken and the motion carried. The Public Hearing was adjourned at 7:33 P.M.
The Regular Meeting of the Eisenhower Public Library District Board of Trustees September 15, 2016 President Braun called the meeting to order at 7:34 P.M.
Present: Sticha, Braun, Rothbart, Magnelli, Magnuson, Ross.
Also Present: Wittmann, Bacarella, Stam, McPhillips, Lewis, V. Bitters, Sciaccotta, Tomzik (7:40 P.M.).
RECOGNITION OF VISITORS
There were no comments from the public.
APPROVAL OF MINUTES
Trustee Sticha moved, seconded by Trustee Ross, THAT THE MINUTES OF THE REGULAR MEETING HELD AUGUST 11, 2016 BE APPROVED. A voice vote was taken and the motion carried. Trustee Rothbart abstained.
Trustee Rothbart asked why the August payment from Fannies was not in the financial report. Ellen Bacarella will look into this.
APPROVAL OF CURRENT BILLS
Trustee Magnuson wants to know why there is a check for Ron Stoch. Ellen Bacarella advised that his retiree medical benefit was terminated on 8/1/2016 and it was cancelled with LIMRiCC, however IMRF was still deducting the premium amount from his retirement and reimbursing us. We had to issue a refund to Mr. Stoch for his premium. Trustee Sticha moved, seconded by Trustee Magnuson, THAT REGULAR PARKWAY CHECKS 23949 THROUGH 24036 TOTALING $141,891.54 FOR THE MONTH OF SEPTEMBER; MANUAL PAYMENTS TOTALING $11,296.06 FOR THE MONTH OF AUGUST; MANUAL CHECK 23948 IN THE AMOUNT OF $1,418.44 FOR THE MONTH OF AUGUST; CHECKS 23605, 23694, 23916, AND, 23111 VOID; AUGUST NET WAGES TOTALING $96,259.88, AUGUST PAYROLL TAXES IN THE AMOUNT OF $39,707.02, AND AUGUST IMRF GOV ONE DEBIT IN THE AMOUNT OF $16,858.56. A voice vote was taken and the motion carried.
Trustee Sticha advised that the construction is going really well. He thinks Chad is doing really good job as site manager.
Appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body and pending litigation— Closed Session
Illinois Public Library Annual Report—We filed the Annual Report for the 2015–2016 fiscal year electronically on LibPass on August 15, 2016. Public Libraries are required to file an annual report (75 ILCS 16/30-65) and having an annual report on file is a qualification for receiving a Per Capita Grant. On Monday, September 12th we were advised that we needed to make a few corrections to the IPLAR report. The PNG Grant had to be moved to LSTA because this is where the money came from. They needed our proof of insurance. Under other items purchased we had to put physical items purchased that are not in print format. Electronic materials had to be adjusted. The adjusted numbers were resubmitted on Wednesday, September 14, 2016. A motion was made by Trustee Ross, seconded by Trustee Sticha, TO APPROVE THE ILLINOIS PUBLIC LIBRARY ANNUAL REPORT AS ADJUSTED. A voice vote was taken and the motion carried.
Refinance of Bonds—
JP Morgan provided a very attractive bid for the entire issue of 1.76% as a private placement, providing all-in cost of borrowing to the District of 1.98%. Their interest rate was about 0.10% lower than they originally quoted. The interest rate we received from JP Morgan Chase was 1.76% fixed rate. The total savings over the life of the bonds is $508,367.00. The Certificates did not need a rating JP Morgan did their own analysis. The closing date is set for October 6, 2016 and the prior Certificates will be redeemed on October 7. There are a few documents that need to be signed tonight by Trustee Braun, Trustee Magnuson, and Trustee Rothbart.
Ordinance 2016-4, “Ordinance Providing for Budget and Appropriations of Eisenhower Public Library District, Cook County, Illinois for the Fiscal Year Beginning July 1, 2016 and Ending June 30, 2017”—
Trustee Magnuson moved, seconded by Trustee Sticha, TO ADOPT ORDINANCE 2016-4, “ORDINANCE PROVIDING FOR BUDGET AND APPROPRIATIONS OF EISENHOWER PUBLIC LIBRARY DISTRICT, COOK COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING JULY 1, 2016 AND ENDING JUNE 30, 2017.” A roll call vote was taken and the results were as follows: AYES Sticha, Braun, Rothbart, Magnuson, Magnelli, Ross. NAYS. None. ABSENT Ringelstein. The motion carried.
Certified Estimate of Revenues—The estimated revenues are incorporated into the Budget and Appropriation Ordinance.
Trustee Magnelli moved, seconded by Trustee Ross, TO APPROVE THE EISENHOWER PUBLIC LIBRARY DISTRICT, COOK COUNTY, ILLINOIS, ESTIMATE OF REVENUES FOR THE FISCAL YEAR BEGINNING JULY 1, 2016 AND ENDING JUNE 30, 2017. A roll call vote was taken and the results were as follows: AYES Sticha, Braun, Rothbart, Magnuson, Magnelli, Ross. NAYS None. ABSENT Ringelstein. The motion carried.
FY 2015-2016 Annual Audit—
The audit field work will take place October 11, 12, and 13th. We should have the Draft Audit by the November Board meeting.
Employee Handbook Updates: Compensatory Time Policy, Employee Classifications, and Overtime—
We need to update the Employee Handbook to reflect the new rules regarding compensatory time for nonexempt employees. Effective December 1, 2016 the U.S. Department of Labor has changed the salary level for full time salaried workers to be $47,476 annually, the current salary threshold is $23,660. Any employees who make over $47,476 annually are considered exempt employees and are exempt from overtime pay. Public sector employers have the option to use compensatory time in lieu of paying cash overtime. This option would only apply to non-exempt employees who work more than 40 hours within a workweek. A motion was made by Trustee Sticha, seconded by Trustee Ross, TO APPROVE THE EMPLOYEE HANDBOOK UPDATES: COMPENSATORY TIME POLICY, EMPLOYEE CLASSIFICATIONS AND OVERTIME. A voice vote was taken and the motion carried.
Noor Alyaziry, Kids World Page has resigned. Her last day was Wednesday, September 14, 2016. Theresa Ghiloni, Circulation Services Clerk, has resigned her last day will be Sunday, September 10, 2016.
Any Other Business—
LIBRARY DIRECTOR’S REPORT
Director Wittmann’s Librarian report was discussed as items occurred on the agenda. Trustee Rothbart questioned why it was stated in a prior Director’s report about programming being only for Norridge and Harwood Heights residents. Trustee Rothbart thought that residents of Norridge and Harwood Heights were always given priority. Director Wittmann advised that Kids World always gave priority to Norridge and Harwood Heights for all programs. Adult services is giving priority the first week of program and bus trip sign up to the residents of Norridge and Harwood Heights. A library card is required to have the priority sign up for bus trips and programs. Trustee Rothbart also stated that when the newspaper shows up at programs they always interview and take pictures of Chicago residents. Director Wittmann advised that they do not always interview Chicago residents.
A thank you card from The American Cancer Society Relay for life thanking the Library for the gift basket we donated. The basket consisted of a tablet that was donated to us and some Eisenhower swag.
The Komada family donated $330.00 to the library in memory of their son. The family wanted to know what they can do for the Teen space and Penny Blubaugh asked the architects what we needed for the Teen Space they advised that we buy accessories for the board in the Teen Space. We will order a plaque in his memory.

Statement of Cash Receipts will be submitted to Cook County with the Treasurer’s Certificate. It no longer needs to be published as long as we publish that we have the Audit on hand and available for inspection after it is done.
