February 2017 Board Meeting Minutes

The Regular Meeting of the Eisenhower Public Library District Board of Trustees February 16, 2017
 
Trustee Braun called the meeting to order at 7:30 P.M.
 
ROLL CALL
Present: Sticha, Magnelli, Braun, Magnuson, Ross, Ringelstein.
Absent: Rothbart. 
Also Present:  Wittmann, Bacarella,  Tomzik, Stam, Lewis, McPhillips, Sciaccotta, V. Bitters, M. Bitters, Clark, Oppedisano Family.
 
PUBLIC COMMENT
No Report.
 
APPROVAL OF MINUTES
Trustee Ross moved, seconded by Trustee Ringelstein, THAT THE MINUTES OF THE REGULAR MEETING HELD JANUARY 19, 2017 BE APPROVED.  A voice vote was taken and the motion carried.
 
FINANCIAL REPORT
Director Wittmann advised that we will be receiving our tax money next month.  We are slightly under on the expenditures.  Director Wittmann did note that next month is a three pay month so the salaries will be a little higher. 
 
APPROVAL OF CURRENT BILLS
Trustee Magnuson moved, seconded by Trustee Ross, THAT REGULAR PARKWAY CHECKS 24386 THROUGH 24465 TOTALING $103,317.12  FOR THE MONTH OF FEBRUARY; MANUAL CHECKS 24384 THROUGH 24385 TOTALING $7,223.90 FOR THE  MONTH OF JANUARY; MANUAL PAYMENTS TOTALING $13,347.04 FOR THE MONTH OF JANUARY; CHECK 24330 VOID; PETTY CASH CHECKS 4977 THROUGH 4978 TOTALING $265.56 FOR THE MONTH OF JANUARY; JANUARY NET WAGES TOTALING $100,596.59; JANUARY PAYROLL TAXES IN THE AMOUNT OF $41,662.92; AND JANUARY IMRF GOV ONE DEBIT IN THE AMOUNT OF $17,783.04.  A voice vote was taken and the motion carried.
 
COMMITTEE REPORT
There were no Committee Reports. We will have a Building and Grounds meeting in March at 7:00 P.M. before the Board meeting.
 
UNFINISHED BUSINESS
Landscaping Proposal—Rosario Gambino and Son Landscaping
Director Wittmann would like the Board to go ahead and approve the Landscaping proposal this month. She feels that although we will be publishing a Request For Qualifications for a Landscape Architect, the scope of that project will not include general maintenance like mowing. She feels that we can move forward with a contract for general upkeep of the grounds. The cost will increase by $25.00 per month. A motion was made by Trustee Sticha, seconded by Trustee Ross, TO ACCEPT THE LANDSCAPING PROPOSAL FROM ROSARIO GAMBINO AND SON LANDSCAPING.  A voice vote was taken and the motion carried.
 
NEW BUSINESS
Res 2017-2— “Eisenhower Public Library District Board of Trustees and Staff Proclamation Ronald A. Oppedisano”
Trustee Sticha moved, seconded by Trustee Ross, TO ADOPT RESOLUTION 2017-2 “EISENHOWER PUBLIC LIBRARY DISTRICT BOARD OF TRUSTEES AND STAFF PROCLAMATION RONALD A. OPPEDISANO.”  A roll call vote was taken and the results were as follows:
AYES Braun, Magnuson, Magnelli, Ross, Sticha, and Ringelstein. NAY: none. ABSENT  Rothbart. Linda Oppedisano thanked the Board for everything and she said she knows her husband would have really appreciated this honor. 
 
Government Crime Policy—
The Library’s Government Crime Policy is up for renewal. It is effective 3/1/17 to 3/1/2020. The cost is only $426 more for three years.  The Government Crime policy as an alternative to a bond. The Crime policy would cover all Board Members, Trustees, and Employees acting on behalf of the Library.  A bond only covers the Treasurer or other individual only.  Coverage includes faithful performance as well as standard crime coverages and computer fraud. Trustee Magnuson moved, seconded by Trustee Sticha, TO APPROVE THE RENEWAL OF THE GOVERNMENT CRIME POLICY.  A voice vote was taken and the motion carried. 
 
Call One PRI Renewal—
The cost is decreasing from $361.40 per month to $350 per month. We will also be switching to a new, updated circuit, which has a 4G back up in case of failure. The contract is for three years. Once the contract is approved, Call One will arrange to send out a technician to switch us to the new circuit. They will perform the work before hours. A motion was made by Trustee Sticha and, seconded by Trustee Ross, TO APPROVE THE CALL ONE PRI RENEWAL CONTRACT. A voice vote was taken and the motion carried.
 
ALA Conference— Staff In Service Day, June 23, 2017
Director Wittmann advised that the American Library Association Annual Conference is in Chicago this year, and she would like to take the staff to the conference to go through the exhibit hall. The conference comes to Chicago approximately every five years and this is a nice opportunity for everyone on staff to attend the profession’s largest event. We are typically able to obtain free passes for the exhibits from one of the vendors, so the costs for the day would be for the bus to take everyone to the conference and lunch afterwards. A motion was made by Trustee Magnelli and, seconded by Trustee Sticha,  TO APPROVE CLOSING THE LIBRARY ON FRIDAY, JUNE 23, 2017 FOR AN IN SERVICE DAY, STAFF WILL ATTEND ALA CONFERENCE.   A voice vote was taken and the motion carried.
 
Personnel Changes— 
Darius Lipinski, Security and Maintenance Assistant, has chosen to move from full time to part time effective Feb. 20, 2017. Annamarie Magnelli will move from Security and Maintenance to Kids World.

LIBRARY DIRECTOR’S REPORT 
Director Wittmann’s Librarian report was discussed as items occurred on the agenda. Trustee Sticha asked about the parking lot assessment. Director Wittmann advised that assessing the parking and looking at the computer usage will help decide if computer use should be limited for out of district patrons.  Currently all patrons are able to stay on the computers for an unlimited amount of time. Trustee Sticha is concerned about people talking and making noise in the library especially in the quiet room. Director Wittmann advised that they will discretely talk to people if they are talking or making too much noise. Trustee Magnuson asked about the 290 cards that were withdrawn and wanted to know if there was a records purge. Peggy Tomzik advised that Swan did annual purge of library records, just for this month.
 
COMMUNICATIONS
Note from The Moliter Family thanking the Library for sending a floral arrangement in honor of Joanne Moliter. Thank you note from the family of Ronald Oppedisano. Invitation to the Ridgewood Foundation First Annual Beer Tasting, Friday March 10th from 6:30 to 9:30 P.M. at The Country Club 3642 North Clark Street Chicago, IL 60657. Tickets are $50 per person. A FOIA request was received on Feb. 14, 2017 from LocalLabs Media Services requesting a complete list of candidate filings for the 2017 consolidated elections and the most recently filed annual Treasurer’s and Budget Report.
